You can also complain to the engineering team to fix your modem or router issue or replace the modem if you feel the modem running older and need to replace.

Make sure you are using an antivirus that cleans your desktop or laptop from risky websites that infect your computer with spam ware or malware.
Also, check if any firewall restriction is available that prevents upload speed from its limit and getting slow upload speed.
